4.7. Reserve Expense Account
4.7.1. In order to cover any unforeseen expenses and expenses overrun due to miscalculation or inflation or foreign exchange fluctuation, the General Treasurer must maintain a reserve account.
4.7.2. The maximum limit for each fiscal year's reserve account is 5% of the Total Expenses excluding the Reserve Account.
4.7.3. The General Treasurer has the right to disburse the Reserve Account according to the rules defined in the Budget section of the JUA Finance and Accounting Procedure.
4.7.4. A.11 the payments from the Reserve Account must be reported to the next DC Meeting.
5. Asian Judo Championships lAsian Junior Judo Championships
5.1.1. The Asian Judo Championships / Asian Junior Judo Championships and other NA Events are the property of NA and the organizing country should recognize the fact. It is the basic principle that the organizing country bears all the expenses of the Championships.
5.1.2. If the organizing country, due to financial difficulty, cannot absorb all the expenses at the time of applying to host Asian Judo Championships / Asian Junior Judo Championships, the organizing country may offer to NA what percentage and types of expenses shown in Section 5.3.1 and 5.3.2 they are willing to absorb for the Asian Judo Championships / Asian Junior Judo Championships.
5.1.3. Aside from those stated above, all expenses should be borne by the Organizing Country.
5.1.4. The General Treasurer evaluates the organizing country's financial part of the application and reports it to DC.
5.1.5. After the Asian Judo Championships / Asian Junior Judo Championships has been allocated, the organizing Judo Federation shall deposit with NA a guarantee sum of 5,000 US dollars for the Asian Judo Championships / Asian Junior Judo Championships. This sum will be used not only as guarantee but also for charging the expenses of NA Organization Commission for the control of the installation.
The sum minus the expenses mentioned above shall be returned to the organizing Federation by NA in accordance with the Statutes, the NA Technical Code & Check List, Finance and Accounting Procedure, and the Contest Rules to the satisfaction of NA. Should the Championships event is canceled by the organizing Federation without justified reason approved by DC Meeting, all the deposit will be forfeited to the NA for the payment of costs incurred. In case the costs exceed the deposit, they must be claimed from the National Federation.
5.1.6. The General Treasurer of JUA, on the basis of the Statutes, the Finance and Accounting Procedure, and the JUA Technical Code & Check List, shall submit to the organizing Federation a contract concerning all financial obligations of the organization of the Asian Judo Championships / Asian Junior Judo Championships.
