Agenda 1 – Roll Call
I would like to begin with calling JUA member federations. There are 39 JUA member countries; Afghanistan, Bangladesh, Cambodia, China, Hong Kong China, Indonesia, India, Iraq, Iran, Jordan, Japan, Kazakhstan, Kyrghyzstan, Korea, Saudi Arabia, Kuwait, Laos, Lebanon, Macau China, Malaysia, Mongolia, Myanmar, Nepal, Pakistan, Philippines, Palestine, D.P.R.Korea, Qatar, Singapore, Sri Lanka, Syria, Thailand, Tajikistan, Turkmenistan, Chinese Taipei, United Arab Emirate, Uzbekistan, Vietnam, Yemen.
Today 35 delegates are present and 4 proxies, thus there was a quorum to convene this Congress according to paragraph 3, article 10 of the JUA status. Before we start, I would like to announce that two observers from IJF were invited to be in this congress. I would like to welcome them as well as Mr. Sato who is the presidential candidate to enter into the room. I ask all the other people except the delegates to leave the room now. Agenda 2 – Opening Address
Dear my fellow judo colleagues and congress delegates,
On behalf of Judo Union of Asia, it is my pleasure to welcome all delegations to the 2007 Judo Union of Asia Ordinary Congress in Kuwait. In addition, I would like to express my sincere gratitude to all of you who have come from all parts of Asia to attend this Congress as representatives of national federations.
I would like to take this opportunity, before opening the Congress, to ask all delegates present here to show kind cooperation and support. I am confident that you would carefully consider the Agenda we will discuss today for the further development and diffusion of Judo in Asia.
Before I announce the opening of the Congress, I would like to express my best appreciation to Mr. Obaid AL-ANZI, JUA Vice President of West Zone, and Vice President of Kuwait Judo & Taekwondo Federation, and all people who have made utmost effort to prepare this meaningful event.
Now, I would like to call 2007 Judo Union of Asia Ordinary Congress to order.

4. Approval of the Minutes of 2005 JUA Congress
The next item is the Minutes of 2005 JUA Congress held on May 12, 2005 at Tashkent, Uzbekistan. If there are any comments or objections, please let us know now. Alright! There is no comment so I would like to announce that the Minutes of 2005 JUA Congress is unanimously approved.

As Mr. Takeuchi suddenly passed away in May 2006, I have succeeded to the position of JUA President. Since then, I have made utmost effort to fulfill my duties as JUA President.

5-3 General Treasurer
The Honorable President and members of JUA, I would like to express my sincere thanks to all of you for your kind support and cooperation to complete my term as General Treasurer, JUA from 2003 to 2007. My special thanks are to JUA EC, for their continued support.
I am happy to present the audited accounts of the JUA for the following period.
1st April to 31st December 2005, 1st January to 31st December 2006 and 1st January to 31st March 2007.
In my report handouts, I have enclosed JUA Accounts as on 31st March 2007, in accordance to the JUA Financing and Accounting Procedure. The accounting procedures have been followed as per the international accountancy rules, as per the Certificate given by the JUA Chartered Accountants. These accounts give a true and fair picture of the Balance sheet, as well as Income and Expenditure accounts of JUA.
As promised at the time of my election in the year 2003, I have tried my bests to achieve the targets set for the 4 years term.
Transparency: The complete transparency has been maintained, while circulating the accounts to EC meeting and General Body meetings, so that anybody can ask questions about the accounts. All JUA Accounts has been loaded in the JUA Officials Website (www.juaonline.org), which can be downloaded at any time.
Effective financial Management: Efforts have been made to prepare the accounts in an effective manner with complete professionalism. The objective was to make the accounts more simple, so that everybody can understand.
Development of JUA Website: A new JUA website has been developed which is being up-loaded from time to time, to highlight the JUA news.
I will continue to report further a little later at the discussion time.

The report of JUA events between 2005 and 2006 is as follows.
May 14 and 15, 2005, Asian Senior Judo Championships were held in Tashkent, Uzbekistan. 13 JUA Nominated Referees as under participated.
In 2005, JUA Refereeing Seminars were held together with the Coaching and Sports Organization Seminar at Ho Chi Minh, Vietnam in conjunction with the 13th Vietnam International Judo Tournament.
2005 Asian Junior Judo Championships took place on November 12th and 13th, 2005 in Taipei. 43 referees including examinees participated.
May 13th and 14th, 2006, Asian Junior Judo Championships was held in Jeju, Korea. 19 Referees participated.
April 20th and 21st 2006, JUA Refereeing Seminars were held together with the Coaching and Sports Organization Seminar at Damascus, Syria in conjunction with the 3rd Damascus International Judo Tournament. 27 participants attended in the Refereeing Seminar.
November 11th and 12th 2006, JUA Women’s Refereeing Seminars were held at Qingdao, China in conjunction with the 6th Qingdao International Judo Tournament. 25 participants including local referee attended in the Women’s Refereeing Seminar.
From December 2nd up to 5th, the 2006 DOHA ASIAN GAMES were held at Doha, Qatar. 16 nominated Referees, 12 nominated team Referees, and 3 Referees from host country attended.

On the occasion of IJF Congress Meeting held in Cairo, Egypt conjuction with the World Judo Championships 2005 the “CARE SYSTEM” was proposed to introduce and approved its use together with the “BORDER LINE ACTION” rule for a year as a trial.
After the trial period for a year the “CARE SYSTEM” had the approval of the IJF EC meeting held in 2006 at Fukuoka, JAPAN.
Thereupon I hereby would like to propose to introduce its use at the officials JUA events such as Asian Judo Championships, Asian Junior Judo Championships and ASIAN GAMES.
In line with this I also would like to propose to indicate in the list of Organizer’s Provide at the “COOPERAIVE AGREEMENT” which shall be contracted between JUA and organizing country.
Aim to use the “Care System”: When a special situation occursduring the competition, when the Referees consulting, the Referee Commission can give proper advice in order to avoid a totally wrong decision.

I have produced 1000pcs of advertising album of which you will have in front of you of which if you feel there are any Companies whom are willing to sponsor, you can use the album to attract sponsors.
I have sent the Album to: All IJF Official Suppliers, Over 35 Iranian Companies, Over 30 international Companies. The total cost of the Album was US$3000 (which came from sponsors.).

JUA EC members decided to donate the TATAMI to Palestine Judo Federation. But in spite of all my efforts and contacts, the delivery of the donated TATAMI to the Palestine due to some problems was impossible.

2. Income & Expenditure Account for the period from 1st Jan. 2005 to 10th May 2006
We have received total USD 32,000 as JUA grant to East Zone member federation. Among this amount, we supported USD 4,000 each to Mongolia, DPRK, Hong Kong, and Macau. The other 4 federations agreed to deposit the grant allocated for them to EAJF’s account for EAJF development fund. In addition, special grant of USD 1,000 was given to DPRK for office supply. During 1st East Asian Judo Championships, USD 2,450 was spent in welcome party and appreciation trophies. So far, the balance money is USD 16,999.

5-8-2 South East Zone
I would like to say thank you to JUA and also to the member Federation of South East Zone for your support for the development of Judo in Asia and our zone. There are 9 member countries in South East Zone.
The events that were held in our zone in recent years are as follows.
Vietnam International Judo Championships was held at Ho Chi Minh city on 30th July and July 31st, 2005.
Thailand International Judo Championships was held at Chanthaburi on 8th July and 9th July, 2006.
JUA Organization Seminar was held at Ho Chi Minh city from 27th July to 29th July, 2005.

5-8-3 South Zone
First of all I convey my thanks to JUA for their support in promotion o Judo in South Asia during my tenure as President, South Asia Judo Federation.
With the inclusion of Afghanistan, now there are six member countries in South Asia Judo Federation. As you are aware, most of the countries in South Asia are developing countries having less financial resources.
During the last 4 years, the members of the South Asia Judo Federation, have received financial assistance from JUA, which has helped them in promotion of Judo, in their country.
The following events were successfully conducted in South Asia in the year 2005-2006:
1) South Asia Judo Championships for Seniors from 25th February to 1st March 2005 at Indore, India:
All the member countries of the South Asia Judo Federation, i.e. Afghanistan, Bangladesh, Nepal, Pakistan, Sri Lanka and India, participated in this events.
2) SAJF also conducted the IJF Continental Refereeing Examination during the South Asian Judo Championships at Indore, India.
3) 4th India Cup International Judo Championships, Men and Women, from 19th to 23rd January, 2006, Orissa, India.
4) SAF Games-2006, from 23rd to 29th August 2006, Colombo, Sri Lanka
5) Exchange Training Program between India & Pakistan Judo Federations:
a) Pakistan Women Team visited India:26th August to 5th September 2005.
b) Indian Men Team visited Pakistan from 3rd to 13th December 2005.
6) Four Coaches from Nepal Judo Association attended the Coaching Seminar held in Dehradun, India, in April 2007.

I would like to say thank you to JUA and also to our 10 member Federations of West Zone for your support for the development of Judo in Asia and our zone.
The events that were held in our zone are as follows.
The 14th International Tournament was held at Tehran, Iran on 30th June and July 1st, 2005.
The 3rd Damscus International Judo Tournament was held at Damascus, Syria on 20th and 21st April, 2006.
The 15th International Fajr Judo Championships was held at Tehran, Iran on June 24th and 25th, 2006.
JUA Organization Seminar was held at Damascus, Syria from 17th April to 19th April, 2006.

Sports Department: There are 131 full-time staffs and 10 Divisions for BOCOG.
Relations with IJF: A smooth and efficient communication with IJF.
The exchange of information at a regular basis has been set.
Communications with IJF to promote understanding.
Venue Capacity: The total number of seats is 8024.
The Competition area is as large as 60Mx40M.
FOP: 2 Mats (each one: 29M x 16M);
The contest area of each mat is 8Mx8M, while the danger zone is canceled according to the new IJF refereeing rules.
The Warm-up area is nearly 640M2.
Competition Schedule: Judo will be held from day 1 to day 7 (7 competition days).

The Kuwaiti Organizing Committee have put best effort to attract more number of participants than ever before as to make this event successful. Competitors from 30 different countries throughout Asia are expected to participate in the 2007 AJC.

Next, a delegate from the 2007 Asian Junior Judo Championships Organizing Committee, India is going to report about the preparations regarding the Junior Championships.

6. Election of a Steward and three (3) Scrutinizers.
Now is the time for the election. As we already selected at the EC meeting yesterday, I would like to introduce Mr. K.S. Moorthy, the former JUA Vice President to serve as the Steward and four persons from each different zone to serve as the Scrutinizers for the Elections. I would like to ask the Steward and the Scrutinizers come forward.

8-2 Approval of Budget Estimate for the year 2007 and 2008
I propose the Budget for the year 2007 and 2008 as you can see in the report. I would like to thank International Judo Federation for their financial assistance. I would also like to propose to release financial assistance for Zonal Judo Championships, Judo Mats and Judo Dresses ect. Through a Corpus Fund of JUA better utilization of JUA Funds for the Judo Development of Asia and that the proposal will be announced in the Congress of JUA on 14th May 2007.
Decision: Budget Estimate for the year 2007 and 2008 is approved.
8-3 Distribution of Judo Mats and Judo Dresses to member countries
I would like to propose to distribute at least 1 set of Judo Mats and 50 sets of Judo Dresses to 5-6 member countries, in the year 2007.
Decision: The proposal of distribution of Judo Mats and Judo Dresses to member countries is approved.
9. Bid for Asian Championships
So far, there was only one bidder, Chinese Taipei for the 2009 Asia Judo Championships.
I would like to make the decision today if it’s possible for Chinese Taipei to hold the 2009 Asia Judo Championships because it is the one and only candidate.
Decision: The 2009 Asia Judo Championships to be hosted by Chinese Taipei is approved.
I would like to postpone the deadline of accepting the bidders for 2009 and 2010 Asian Junior and Youth Judo Championships until the end of June since no applications have been submitted so far and to decide the hosting countries for 2009 and 2010 AJYJ Championships at the next EC meeting.
Decision: Proposal of postponement of the deadline of accepting the bidders for 2009 and 2010 Asian Junior and Youth Judo Championships is approved.
